Minutes of the Third Meeting

September 5, 1995, Lyon, France

 

Item 1:           The Agenda of the meeting was accepted with the addition of two items concerning the presentations by Prof.Labbe about 18th EREES and Prof.Carydis about recent earthquakes in Greece.

Item 2:           The minutes of the Second Executive Committee Meeting were approved and signed by all members present.

Item 3:           The President started to present his report by expressing his thanks to the French organisers for their efforts concerning 18th Regional European Seminar on Earthquake Engineering. He informed the Committee that Balkema has completed the publication and distribution of the Proceedings of 10th ECEE. He briefly summarised (a) the activities about the meeting of TG3 on "Seismic Risk and Earthquake Scenarios" held in Vienna in June, 1995, (b) the developments about his proposal to the organisers of 10th WCEE concerning a special theme session on "Evaluation and Improvement of Seismic Code Specially EC8 by Case Studies". The organisers suggested to combine all three proposal on similar topics in one session titled "European Research in Support of Seismic Code Development" that will be co-ordinated by Prof.Calvi, Prof.Severn and Dr.Flesch. He summarised his approach for this theme session and his goals for the conference in Paris. As the last point the President expressed his views for developing co-operative research projects within the framework of task groups.

Item 4:           Dr.Bisch the Vice-President summarised the activities toward the organisation of 11th ECEE. He explained the preliminary ideas concerning the organisation of the sessions. He mentioned that the first announcement will be distributed in June 1996 during 10th WCEE in Acapulco. The new scheme for holding the sessions was discussed and the members of the Executive Committee expressed their views concerning the preliminary ideas presented by Dr.Bisch.

Item 5:           The Secretary General presented his report summarising: (a) establishment of the Central office in Istanbul, (b) the distribution of the minutes, (c) the changes of the national delegates of UK as Prof.Amr Elnashai and of Croatia as Dr.Miheala Zamola, (d) the replies received from member organisations, (e) the application for membership of the Hellenic Association for Earthquake Engineering, (f) reorganisation of working groups as task groups, (g) the Rules for EAEE Task Groups, (h) the Proposed changes in the Statutes of EAEE, (i) TG3 meeting in Vienna and plans for future activities, (j) his proposals to the editor of EEE, (k) publication of the Bulletin, (l) establishment of Internet WEB. There was a general agreement about some possible changes concerning EEE. The initiative for establishing an Internet databank was discussed and a proposal was accepted to apply to EU for finding financial support for establishing and improving the EAEE WEB and data bank.

Item 6:           Since the Hellenic Association has withdrawn their application for the time being item 6 in the agenda was skipped.

Item 7:           The Proposed Rules for EAEE Task Groups were discussed and approved with some modifications. It was decided to forward the approved draft of "Rules for EAEE Task Groups" to all National Delegates to conduct a postal balloting for the approval of the General Assembly without waiting for the meeting to be held in 1998.

Item 8:           The proposed changes for statutes was discussed and approved. It was again decided to carry out postal balloting to implement the changes.

Item 9:           The Secretary General informed the Committee about the replies received by the Central Office from Task Group Coordinators and Working Group Convenors and summarised the activities regarding to each Task Group and Working Group. The Committee discussed each Task Group and reached some decisions. These discussions and decisions are as follows:

             (a) WG1 "Calibration and Harmonisation of Seismic Codes" Convenor: Dr.E.C.Carvalho, Portugal

            The Secretary General informed the Committee that after correspondence with Dr.Carvalho, Prof.Elnashai and Dr.Flesch, Prof.Amr Elnashai accepted to be the Coordinator for the proposed Task Group, TG1 on "Evaluation of EC8 and Harmonisation of Seismic Codes". The first meeting of TG1 is planned to take place during the SECED Conference to be held on 26-27 October, 1995 in Chester, UK. There was a mutual agreement in the Committee concerning the importance of TG1. Dr.Bisch pointed out that a special session is planned for the 11th ECEE in Paris concerning EC8 and TG1 could make significant contributions to the organisation of this session. The Executive Com. approved the reorganisation WG1 as TG1 on "Evaluation of EC8 and Harmonisation of Seismic Codes" with Prof.Amr Elnashai as the Coordinator.

             (b) WG2 "Strong Motion Records and Data Analysis" Convenor: Prof.N.Ambraseys, UK

            The response received from Prof.Ambraseys, the Convener of WG2, and his proposal for the reorganisation of WG2 was discussed. The Executive Committee approved the reorganisation of WG2 as TG2 on "Strong Motion Records and Data Analysis" with Prof.Ambraseys as the Coordinator.

             (c) WG3 "Vulnerability and Seismic Risk Analysis" Convenor: Prof.M.Dolce, Italy

            The activities of the proposed TG3 on "Seismic Risk and Earthquake Scenarios" and the outcome of the first meeting held in Vienna in June 25-26, 1995 were reviewed. The Executive Committee approved the reorganisation of WG3 as a EAEE and European Seismological Commission, ESC, joint task group, TG3 on "Seismic Risk and Earthquake Scenarios", with Co-Coordinator Prof.Maruo Dolce from EAEE.

             (d) WG4 "Prefabricated Building Structures in Seismic Regions" Convenor: Prof.D.Nenov, Bulgaria

            The Secretary General informed the Committee about the discussions with Prof.Nenov during the previous Executive Committee Meeting held in Istanbul and about the possibility of WG4 meeting in Bulgaria during 1996. There was a general agreement in the Executive Committee to keep WG4 as it is for the time being.

             (e) WG5 "Low-Cost Housing in Rural Seismic Areas" Convenor: Prof.R.Yarar, Turkey

            The Executive Committee decided to postpone the decision concerning WG5 and TG4 on "Low Cost Housing with Local Material" to next Executive Committee Meeting since the proposed Coordinator, Prof.Yarar asked for more time to prepare his suggestions.

             (f) WG6 "Masonry Structures in Seismic Areas" Convenor: Dr.M.Tomazevic, Slovenia

            Since no response was received from the Convenor, Dr.Tomazevic, the Executive Committee postponed any decision concerning WG6.

             (g) WG7 "Seismic Aspects of Historical Monument Preservations" Convenor: Prof.C.A.Syrmakezis, Greece

            WG7 was one of the most active working groups of EAEE. The Secretary General informed the Committee concerning the response of the Convenor, Prof.Syrmakezis. The possibility of merging WG6 and WG7 was discussed. The Executive Committee decided to keep WG7 as it is for the time being with Convenor Prof.Syrmakezis but to consider the possibilities of merging WG6 and WG7 in the future if mutual agreement can be reached among the Convenors and members.

             (h) WG8 "Base Isolation of Structures for Seismic Areas" Convenor: Prof.D.Jurukovski, Macedonia

            The response received from the Convenor of WG8, Prof.Jurukovski was reviewed. Prof.Eisenberg Co-Convenor of the proposed TG5 on "Seismo-Isolation of Structures" informed the Committee about his activities and suggestions concerning possible meeting in St.Petersburg in June 1996. The Executive Committee approved the reorganisation of WG8 as TG5 with a new name as "Seismic Control of Structures" with Prof.Jurukovski as the Coordinator and Prof.Eisenberg and Prof.Martelli as the Co-Convenors.

             (i) WG9 "Geotechnical Problems in Earthquake Engineering" Convenor Prof.A.Ansal, Turkey

            The Secretary General informed the Committee about the developments concerning proposed TG6 on "Earthquake Geotechnical Engineering and Microzonation" that will be the second joint Task Group of EAEE and ESC. The first meeting of TG6 is planned to be held in Nice during the forthcoming 5th International Seismic Zonation Conference. The Executive Committee approved the reorganisation of WG9 as TG6 on "Earthquake Geotechnical Engineering and Microzonation" with Co-Coordinator Prof.Ansal from EAEE.

             (j) WG10 "Characterisation of Ground Motion and Seismic Conditions" Convenor: Dr.H.Sandi, Romania

            The Secretary General informed the Committee about the response and suggestions of Dr.Sandi, the Convenor of WG7 concerning the scope of WG10. The Executive Committee decided to keep WG10 as it is, based on the recommendations of the Convenor.

             (k)WG11 "Development of Shaking Table Testing Techniques" Convenor: Dr.R.Duarte, Portugal

            Since no response was received from the Convenor, Dr.Duarte, the Executive Committee postponed any decision concerning WG11 and TG7.

             (l)WG12 "Torsional Seismic Response of Structures" Convenor: Prof.A.V.Rutenberg, Israel

            The Secretary General informed the Committee about the response of Prof.Rutenberg, the Convenor of WG12 concerning the activities of WG12 and concerning the reorganisation of WG12. The Executive Committee approved the reorganisation of WG12 as TG8 on "Seismic Behaviour of Irregular and Complex Structures" with Prof.Rutenberg as the Coordinator.

            The Executive Committee decided to establish a new TG9 on "Repair and Strengthening in Seismic Regions" with Prof.Castellani as the Coordinator.

            As a summary the Executive Committee formally approved the reorganisation of working groups WG1, WG2, WG3, WG8, WG9, WG12 as TG1, TG2, TG3, TG5, TG6, TG8 and establishment of TG9. It was also decided to keep WG4, WG7 and WG10 in their present status. The decisions regarding WG6 and the proposed TG4 and TG7 are postponed to the next meeting.

Item 10:         Prof.Pierre Labbe summarised the activities concerning the organisation of 18th EREES. The approach followed for the selection of participants and lecturers for the regional seminars were discussed. Prof.Labbe suggested that a set of rules should be prepared to guide the organisers of the regional seminars. The Executive Committee decided to draft a set rules for the organisation of regional seminars. It was also agreed to publish an additional volume containing the abstracts of the presentations of young participants if sufficient number of abstracts are received in the near future. The Executive Committee expressed their gratitude and congratulations to Prof.Labbe and to the Organising Committee for all their efforts for the efficient organisation of 18th EREES.

Item 11:         Prof.Carydis made a brief presentation about the recent earthquakes in Greece. He spoke about the uncertainties related to seismic hazard zoning, design codes in low seismic zones and about engineering judgement and ethics necessary for safer construction.

Item 12:         Possible time and location for the next regional seminar was discussed. There was a general agreement about organising a regional seminar during September or October, 1996 in Greece or in United Kingdom. Prof.Castellani proposed to have an Executive Committee Meeting in Florence during EuroDyne in case no seminar is organised in 1996. He also mentioned about the possibility of organising a regional seminar in Italy in 1997.

Item 13:         It was decided to leave the date for the next meeting of the Executive Committee flexible. In case a regional seminar is organised it was decided to have the Executive Committee Meeting during the seminar.
