This Agreement is prepared as a result of meetings in Construction University of Guangzhou and in Shantou Vibro Tech Industrial and Development Co., Ltd., July 9 to 12, 1998, with participation from:

During the meetings the participants have exchanged information in form of oral presentations and video films concerning the development of research investigations and applications of seismic isolation in China and in Russia.

Taking into account the mutual interest of both sides in cooperation development, the participants have decided:

1. The EERC TsNIISK, Russia, the South China Construction University and Shantou Vibro Tech Industrial and Development Co. Ltd. will provide scientific and technological support in production, in design, in construction and, after construction, in site dynamic tests of the Bank Building in Irkutsk city, Russia, seismic isolation using the rubber-steel supports which are produced by Shantou Vibro Tech Co., Ltd.

2.The Shantou Vibro Tech Co., Ltd will consider the possibility of the financial support of the full scale dynamic tests of the Bank Building after the construction work will be finished. The decision will be taken during the building construction.

3.The Russian participants have invited the Chinese experts to participate in the tests or to visit Irkutsk during the tests.

4.The Russian experts presented the information of the Workshop in Seismic Isolation which is planned to be held in St.Petersburg in June 1998, during which the large-shaking table, 300t capacity will be demonstrated in operation. The Chines experts from SC Construction University and from Shantou Vibro Tech Co., Ltd are invited to participate in the St. Petersburg Workshop.

5.Both Sides agreed to present a common paper concerning the Irkutsk Bank Seismic isolation design, construction and tests.

6.Both Sides have agreed to prepare a Program of cooperative dynamic tests of large models of different structures on seismic isolated supports produced by Shantou Vibro Tech Co. Ltd. The Program will be presented in common Russian- Chinese papers at the St. Petersburg Workshop, having in mind to carry out the tests in 1999-2001.

7.The Shantou Vibro Tech Co., Ltd will consider the possibility and the level of financial sponsor support of the seismic isolation structure tests provided using the St. Petersburg shaking table and exciters.

8.The Russian and the Chinese experts have agreed to exchange of information and to prepare papers for presentation at International and bilateral Conferences and workshops, exchange students and graduates.
