The “Russian Federal Program for Seismic Hazard Mitigation” (2002-2010)
Prepared by the active participation of RUNCEE the “Russian Federal Program for Seismic Hazard Mitigation (2002-2010)” was launched in 2002. The Program consists of two main Parts: Part 1: Research and Seismic Building Code development; Part 2 Strengthening of buildings in the seismic most hazardous areas of Russian Federation.
The financial support of the Program comes from 3 sources:
· Federal Budget
· Local Governments sources.
· Non governmental sources
· The distribution of expenses is as follows:
· Part 1 – around 10%,
· Part 2 – around 90% of the total expenses.
The scientific Part (Part 1) consists of 3 main directions:
1. Seismology, earthquake engineering, seismic zoning and microzoning, seismic zoning maps correction.
2. Seismic safety of buildings and other structures (new designs and existing structures strengthening), Seismic Building Codes development.
3. Earthquake preparedness measures, seismic insurance laws development, designers training population teaching etc.
In 8 most seismic dangerous areas of Russia (In Siberia, North Caucasus, Lake Baikal area, Kamtchatka, Sakhalin, strengthening of not earthquake resistant enough buildings began.
The Draft of CIS – countries (countries of the former USSR) Seismic Building Code.
The Draft was prepared and is now broadly discussed.
The CIS – countries SBC was prepared by an elected 9 person International Working Group (J.Eisenberg, WG Chairman, Russia; E.Khachiyan, WG Vice-Chairman, Armenia; WG members: E.Itskov, Kazakhstan, Sh.Khakimov, Uzbekistan; G.Gabrichidze, Georgia; A.Zolotkov, Moldova; F.Orudzhev, Azerbaidzhan; B.Gudkov, Ukraine; V.Ulomov, Russia).
The second Draft of the SBC will be discussed at the Fifth Russia National Conference for Earthquake Engineering, Sochi-city, Northern Caucasus, September 22-29, 2003.
A Design Code “Hydrotechnical Structures Design for Seismic Hazardous Areas” was developed and approved by the Government Commission for Earthquake Engineering
Two training Seminars for Earthquake Engineering Design were carried out. Designers from different areas of Russia participated in these Seminars: (Irkutsk, Petropavlovsk, Krasnodar, and many others).
The Journal “Earthquake Engineering. Safety of Structures”.
The Russian Journal, “Earthquake Engineering Safety of Structures” is published regularly every two months. The English translations of the Contents of the last 6 volumes (2002) of this Journal are given below. Those who are interested could order copies of the papers.
