were prepared and forwarded to all Executive Committee Members, National Delegates, Honorary Members and to the representatives of ESC and UNESCO. These reports were also published in the EAEE Bulletins and were inserted in the Internet web page of EAEE.
The Secretary General has decided to change his University in the early part of 2002. Thus the EAEE Central moved to its new location in the spring of 2002 at Kandilli Observatory and Earthquake Research Institute of Bogazici University located in Cengelkoy, on the Asian side of Istanbul. The Central Office has a larger room and with the support of the Institute and attempt is being made to establish an EAEE library containing all the published material that came out of all EAEE related conferences and Seminars. In the long run, plans are being made to install an EAEE server with all the related EAEE information that could be accessed by all interested persons. The minutes of the first five meetings were prepared and forwarded to all the Executive Committee Members, National Delegates, Honorary Members, the representatives of ESC and UNESCO. The minutes were published in the Bulletins and inserted in the Internet web page of EAEE.
The First Announcement for the 20th EAEE Regional Seminar held in Sion, Switzerland during September 3-7, 2001, prepared by Dr. Olivier Lateltin, Chairman of the Organising Committee, were distributed to all National Delegates by fax and e-mail in the first week of March 2001.
The draft proposal for the modifications in the EAEE Statutes was forwarded to all Delegates and Honorary Members in September 2001 to ask for their suggestions. There were few replies from the Delegates and Honorary Members.
The Executive Committee reviewed the comments forwarded to the Central Office and finalised the modifications in its Fifth Meeting on January 12, 2002, in London. It was decided to conduct a postal balloting for the approval of the proposed changes in the EAEE Statutes. The modified EAEE Statutes was forwarded to all National Delegates in May 2002 for approval.
The Central Office received 21 affirmative votes out of 27 National Delegates by June 20, 2002. This number was sufficient for the approval of the changes in the EAEE Statutes according to Art.11 that requires affirmative votes from 2/3 of the total number of Delegates for the approval of the new EAEE Statutes. The Central Office informed all Delegates about the approval of the new EAEE Statutes and the new Statutes were inserted into EAEE web page replacing the older version.
The Society for Earthquake Engineering and Civil Engineering Dynamics of UK, have informed the Central Office in January 2002 about the appointment of Dr. Bryan Skipp as the National Delegate of UK in EAEE replacing Prof. Amr Elnashai who moved to USA.
Prof. Amr Elnashai, Vice-President of EAEE has informed the Central Office on April 4, 2002 that he wants to resign from the Vice-Presidency. The Executive Committee discussed this issue and decided by postal balloting to appoint Dr. Bryan Skipp as the new Vice-President of EAEE in May 2002.
The Central Office was informed by Prof. L.P. Hansen of Aalborg University in Denmark on August 12, 2002 by an e-mail and later by fax dated on August 19, 2002 that the Danish Committee for Earthquake Engineering was dissolved.
The Central Office received a complete formal application from Prof. Mikayel Melkumyan, the President of the Armenian Association for Earthquake Engineering (AAEE) expressing their intention to become a National Member Association of EAEE. The membership of the AAEE was reviewed in the Sixth Executive Committee Meeting held on September 9, 2002 and Armenian Association for Earthquake Engineering was accepted as a Member Association to EAEE.
The Central Office received a complete formal application from Dr. Emil-Sever Georgescu, the Delegate of the Romanian Association for Earthquake Engineering (RAEE) expressing their intention to become a National Member Association of EAEE. The membership of the RAEE was reviewed in the Sixth Executive Committee Meeting held on September 9, 2002 and the Romanian Association for Earthquake Engineering was accepted as a Member Association to EAEE.
TG2 on "Interpretation of Strong Motion Records for Engineering Applications"

One of the most active Task Groups during the past four years was TG2. During the past four years Task Group 2 has concentrated on improving the accessibility to high-quality European strong-motion data.
In September 2000, the CD ROM ‘Dissemination of European Strong-Motion Data’ was released. This CD ROM was the product of a European Commission funded project (ENV4-CT97-0397) with four European partners: Imperial College of Science, Technology and Medicine (United Kingdom); Ente Nazionale per l'Energia Ellettrica (ENEL, now Società Gestione Impianti Nucleari and Servizio Sismico Nazionale) (Italy); Ente per le Nuove Tecnologie, l'Energia e l'Ambiente (ENEA) (Italy); and Institut de Protection et de Sûreté Nucléaire (IPSN, now Institut de Radioprotection et de Sûreté Nucléaire) (France). The CD ROM provides a databank of 1,068 strong-motion records and their associated parameters.
In March 2002, the Internet Site for European Strong-Motion Data (ISESD) went online with mirror sites at four European institutes. The URLs are: http://www.isesd.cv.ic.ac.uk, http://www.isesd.hi.is, http://smbase.itsak.gr and http://seismo.univ.trieste.it/. These websites were the product of a European Commission funded project (EVR1-CT-1999-40008) with four European partners: Imperial College of Science, Technology and Medicine (United Kingdom); University of Iceland (Iceland); University of Trieste (Italy); and Institute of Engineering Seismology and Earthquake Engineering (Greece). Currently almost 2,000 strong-motion records are provided on ISESD. ISESD continues to be supported by the four partners however this work is currently without funding.
In early 2004, plans are being made to release a new CD ROM that will include only those high-quality strong-motion data about which much information exists on the earthquake source and local site conditions at the recording station.
In the next four years Task Group 2 would like to permanently establish the Internet Site for European Strong-Motion Data as a growing source of reliable strong-motion data and associated parameters for European and Middle Eastern earthquakes. Operators of strong-motion networks in Europe are keen to contribute data to ISESD, however, currently ISESD is unfunded and its future operation relies on the goodwill of the partners. A constant source of funding would be required for ISESD to continue operating and growing. Much of the infrastructure required has been developed and only limited funding is needed.
TG3 on " Seismic Risk and Earthquake Scenarios”
Coordinator: Prof. Mauro Dolce, Italy
The activities of the TG3, convened by Mauro Dolce and Vladimir Schenk have been carried out within the frame of ENSeRVES (European Network on Seismic Risk, Vulnerability and Earthquake Scenarios), a network project funded by the European Commission within the INCO-Copernicus program.
ENSeRVES/EAEE-TG3 gathered teams of scientists of different disciplines (Seismologists, Geologists, Engineers, Architects) involving 11 prominent Institutions working on Earthquake Engineering and Seismology from 10 EU and CCE countries (Italy, Greece, France, Bulgaria, Romania, Albania, Czech Republic, Slovak Republic, Hungary).
Five meetings were held during the Project, to promote and monitor cooperation activities within the network namely in Rome, Padova, Paris, Prague and Potenza. The meetings were also attended by representatives of Institutions other than the ones directly involved in ENSeRVES, to complete the membership of TG3.
An International Workshop on the “Seismic Risk and Earthquake Scenarios of Potenza" was held in Potenza on 13-14 November 2000, in conjunction with the 5th ENSeRVES – EAEE/TG3 Meeting. It was devoted to the Potenza case study and to related aspects developed by the ENSeRVES members and by the other participants. Some of the papers were collected and published in the Proceedings of the Workshop that will be presented at the 12th ECEE.
An important outcome of the project was that the harmonisation of procedures has still a long way to go. The road started in this project and to be continued in the frame of EAEE TG3, based on the applications of different procedures to the same case-study, is certainly a very good one. Due to the important differences found in terms of results among the different hazard and vulnerability assessment procedures, it is necessary to continue on this road, considering several case-studies and comparing results.
TG4 on " Low Cost Housing with Local Materials in Seismic Areas”
Coordinator: Prof. Rifat Yarar
TG4 has been an active TG in the past and presented reports to previous European Conferences. However, due to various reasons TG4 has not been active during the past four years. The Coordinator suggests that the tasks of the working group related to low cost rural housing and its organisation should be redefined and renewed for having a new push in this field of interest. Even the definition of low cost and rural housing should be done again considering the new characteristics of the poorly designed and poorly constructed houses located around the big cities in the region.
Prof. Yarar expressed his desire to be relived from his post since it would not be possible for him to devote sufficient time to take the responsibility of this task group in the desired level anymore. However, he also expressed his wish to act as the honorary director of the task group, leaving the active executive leadership to a younger fellow.
TG5 on "Seismic Isolation of Structures”
Coordinator: Prof. Alessandro Martelli, Italy
The Executive Committee approved and recommended to the President to appoint Dr. Alessandro Martelli to be the Coordinator of TG5 during its Third Meeting held in Lisbon on September 16, 2000.
Prof. Alessandro Martelli organised the “7 th International Seminar on Seismic Isolation, Passive Energy Dissipation and Active Control of Vibrations of Structures” that was held in Assisi (Perugia), Italy during October 2-5, 2001. All the information concerning the Seminar and the outcomes were published in the EAEE Bulletins Vol. 19 and Vol. 20. In addition the 8th World Seminar to be held in Yerevan in 2003 is already being organized
TG5 is planning to have Task Group meeting in London on Thursday September 12, 2002.
TG6 on "Earthquake Geotechnical Engineering and Microzonation”
Coordinator: Atilla Ansal (Turkey)
The symposium on “Site effects and experimental data” during the “XXVII General Assembly of the European Seismological Commission” in Lisbon was jointly organised with WG3 on “Microzonation” of ESC Subcommission F.
The proceedings of the EAEE-ESC Workshop on "Seismic Risk Maps and Scenarios: Protecting Tools Against Earthquakes"organised jointly by ESC Subcommission on Engineering Seismology and EAEE/TG6 held on July 25, 1999 during XXII General Assembly of the International Union of Geodesy and Geophysics, Birmingham, UK, 18-30.7.1999 was published as a special issue of the Journal of Soil Dynamics and Earthquake Engineering in May 2001 (Vol. 21, No.5).
The seminar for young and local engineers on “Earthquake Geotechnical Engineering and Microzonation” was organised by TC4 of ISSMGE and TG6 prior to the Satellite Conference on “Lessons Learned from Recent Strong Earthquakes” held on the occasion of the 15th ICSMGE in Istanbul. The most of the lectures given of this seminar with some additional contributions will be published by Kluwer Academic Publishers as a book titled “Recent Advances in Earthquake Geotechnical Engineering and Microzonation” hopefully in 2003.
TG6 is planning to have Task Group meeting in London on Thursday September 12, 2002.
TG8 on "Seismic Behaviour of Irregular and Complex Structures"
Coordinator: Prof. Victor Rutenberg, Israel
Central Office supported the organisation of the Second European Workshop on the “Seismic Behaviour of Asymmetric and Set-Back Structures” held Istanbul, during 8-10 October 1999, organised by the Task Group TG8. All the papers presented in the workshop were printed in 2 volumes by Istanbul Technical University. The third workshop is planned to be held in Florence, Italy during 17-18 September 2002.
TG9 on "Repair and Strengthening in Seismic Regions”
Coordinator: Prof. Alberto Castellani, Italy
Four publications; (1)“Evaluation and strengthening of existing masonry structures”, Rilem 1995; (2)“Effectiveness of injection techniques”, International workshop CNR-GNDT, 1992; (3) Eurocode 8, part 1.4 Strengthening and repairing; (4) ACI 364 “Guide for evaluation of concrete structures prior to rehabilitation”, ACI Journal. Sept-Oct 93, have been distributed by the convenor to all members.
During the November 27-28, 2000 Workshop on “Mitigation of Seismic Risk, Support to the Recently Affected European Countries" organised by the Joint Research Centre of Ispra (Italy), there was general consensus that the policy of rehabilitation has been unsatisfactory, both in terms of upgrading, retrofitting and strengthening. An attempt was made to organise a “Workshop on Large scale interventions to mitigate seismic risk” to be held in ISMES during November 23, 2001 under the auspices of EAEE/TG9. A few typical interventions matching these requirements have been identified. In the workshop these would have been presented as potential guidelines, underlining the technological tools that allow them to be effective even in the absence of skilful manpower.
An Italian Organisation – ISMES- has assumed the initiative to host and to sponsor the Workshop. Political and technical personalities of several countries have been contacted to reach some consensus. Unfortunately financial difficulties have precluded the possibility to finalise the initiative.
TG 10 on " Seismic Aspects of Historical Monument Preservation"
Coordinator: Costas Srymakezis
During the 1998 Paris Conference, the Executive Committee of EAEE has decided to rename the WG7 on “Preservation of historical monuments” as Task Group 10, for the period 1998 - 2002. During the 1998 Paris meeting of the group, several persons, distinguished in the Task Group subject, expressed their interest to participate. Unfortunately, various reasons did not allow extensive activity of the group. Among these reasons financial difficulties, combined with serious health problems of the coordinator have to be mentioned. As a result activities have been limited to bi- or multi- lateral contacts and exchange of ideas among the group members. Very recently, the Coordinator was informed the Greek authorities that his application for an important financial support for the group activities, submitted two years ago, mainly for an extended group meeting has been provided. As a result, and in spite of the difficulties of the past, future seems to be better. The Coordinator proposes the continuation of the group activities for the next 4-years period.
WG10 on “Characterisation of Ground Motion and Specification of Seismic Conditions”
Convener: Dr. Horea Sandi
Convener of the Working Group WG10 informed the Central Office by fax dated 14 August 2002 about his desire to be discharged from his Convenership. During the Sixth Meeting of the EAEE Executive Committee on September 9, 2002, it was decided to end the activities of WG10.
The Executive Committee discussed the possibilities of establishing new TGs related to earthquake insurance and industrial structures. However, it was not possible to find interested Coordinators to pursue such an activity.
The Secretary General participated to the XXVII General Assembly of European Seismological Commission (ESC) held in Lisbon, Portugal during 10-15 September 2000 and attended the Executive Board Meetings of ESC and General Meeting of ESC Titular Members.
It was decided to prolong the cooperation among the two EAEE Task Groups TG2 and TG6 and corresponding ESC Working Groups. Recommendations were also approved in the ESC General Assembly for establishing cooperation among Subcommission A on “Seismology” with TG10 concerning the effects of historical earthquakes on historical structures.
The Executive Committee discussed in its Third Meeting in Lisbon the present situation of the official journal of the EAEE, the European Earthquake Engineering Journal published in Italy. There was a general agreement about the need for improvement concerning the format, scientific quality, popularity and acceptance of the journal within the earthquake engineering community.
Upon the suggestion of the EAEE Executive Committee, the Secretary General had a meeting with Prof. Duilio Benedetti, the Editor of the Journal of European Earthquake Engineering, in Milan on November 29, 2000.
The main purpose of the meeting was to discuss about the future possibilities for the Journal of European Earthquake Engineering. It was very clear that the Executive Committee of the EAEE and Prof. Benedetti as the editor the EEE Journal have similar perspectives and desires for the advancement of the Journal. Both parties want to increase the popularity and at the same time improve the impact of the journal in the European earthquake engineering community. In order to realize these goals, EAEE believes it would be helpful to start with a new image and with an effective advertisement campaign. The new image may require modifications of the editorial board, one or two new co-editors to work together with Prof. Benedetti, rephrasing of the aims of the journal, an improvement of the review procedures with more international reviewers, perfecting the quality of the printed version, a new web page and availability of the electronic version of the journal in the internet. An effective advertisement campaign for the journal may require much more visibility and participation in all related scientific activities (workshops, seminars, conferences) with leaflets and sample copies for distribution to all related organisations, libraries, and to earthquake engineering community.
Following the first meeting of the Secretary General and Prof. Benedetti, the Editor of the Journal of European Earthquake Engineering in Milan on November 29, 2000, the General Secretary had a second meeting with Prof. Benedetti and the publisher “Patrone Editore” on May 30, 2001. The outcome was not very favourable. At this point of time, EAEE Executive Committee decided to end the relationship between EAEE and the European Earthquake Engineering Journal.
Following the developments with the European Earthquake Engineering Journal, Executive Committee approved the initiatives of the Secretary General to get in contact with other publishers to pursue the publication of a technical journal by EAEE. At this stage Kluwer Academic Publishers displayed an interest in starting a new journal by EAEE. After discussions and e-mail correspondence, Secretary General prepared a proposal to initiate a new journal that was approved by the EAEE Executive Committee during its Fifth meeting in London.
The preparatory stages of the new journal were completed by the end of June. With the approval of the EAEE Executive Committee it was decided that the EAEE technical journal will have the title of
Bulletin of Earthquake Engineering (BEE)
Official Publication of the European Association for Earthquake Engineering
The Editor of the BEE will the Secretary General and the Editorial Board is composed of 30 members mostly from the National Delegates and Task Group Coordinators with some additional well known experts from Europe. BEE will be published 3 issues per year and the first issue will come out in April 2003 and will have both electronic and printed versions. The electronic subscription for EAEE individual members will be 20 Euros per year. Electronic subscription will only be available to EAEE individual members. The individual subscription for the printed version will be 40 Euros per year.
The announcement and call for papers were prepared to be distributed to all the participants of the ESC General Assembly in Genoa and ECEE in London. All the related information about BEE is introduced both in EAEE as well as in Kluwer web pages as of July, 2002.
The Bulletins have been prepared by the Secretary General with financial support from the Turkish Earthquake Foundation and Turkish Chamber of Civil Engineers for printing and postage expenses.
The Central Office published total of four issues of the EAEE Bulletin. The first two issues Vol.17, No.2 (December 1998), Vol. 18, No.1 (August 1999) were printed as 1500 copies and were distributed to all Delegates, TG and WG Coordinators and Conveners, major earthquake related organisations abroad, all Delegates of the International Society for Earthquake Engineering and all Titular Members of the ESC. However, after the 1999 Kocaeli and Düzce earthquakes, partly because the increased workload of the Secretary General, partly from the lack of contributions from National Societies and National Committees and partly due to the large increase in the postage costs, it was not possible to prepare and publish the second issue for the year of 1999 (Vol.18, No.2). Upon the suggestion of the Secretary General, due to the reasons listed above, the Executive Committee approved the decision to publish the EAEE Bulletin once a year with limited distribution, since the Bulletin is also available in the EAEE web pages.
The Central Office published two other issues of the EAEE Bulletin, Vol.19 (December 2000) and Vol.20 (December 2001). These issues were printed as 1000 copies and were distributed to all Delegates, TG and WG Coordinators and Conveners, major earthquake related organisations abroad, all Delegates of the International Society for Earthquake Engineering and all Titular Members of the ESC. In order to increase the availability and for easier downloading of the EAEE Bulletins, pdf versions of these two issues were also inserted in EAEE web pages.
The Internet-EAEE web Pages that were created in 1995 were updated continuously. The appearance of web page was modified slightly in the beginning of 2002. A new and much shorter site name was obtained from USA based internet company. The new opening page is created as two columns:
