The main activities of the Central Office during this two-year term were:
· preparation and distribution of the Minutes of the General Assembly of EAEE Delegates held on September 11, 2002 in London, UK during 12th ECEE
· organisation of the Executive Committee Meetings, preparation and distribution of the Minutes,
· preparation, publication and distribution of the EAEE Bulletin No .21,
· preparation and updating of EAEE Internet web pages,
· informing the National Delegates, Task Group Coordinators, Working Group Conveners, and related international organisations about the EAEE activities.

The Central Office organised or helped in the organisation of:
· the First Executive Committee Meeting on September 13, 2002 in London, UK, during the 12th ECEE;
· the Second Executive Committee Meeting on November 22, 2003 in Geneva, Switzerland;
· the Third Executive Committee Meeting on August 5, 2004 in Vancouver, Canada during the 13th WCEE;
· the Fourth Executive Committee Meeting on September 15, 2004, in Potsdam, Germany during the 29th General Assembly of ESC;
The minutes of the first three meetings were prepared and forwarded to all the Executive Committee Members, National Delegates, Honorary Members, the representatives of ESC and UNESCO. They were also inserted in EAEE web pages.
EUROPEAN SEISMOLOGICAL COMMISSION
The Secretary General has participated to the Executive Committee Meeting of ESC held on 7 April 2003 in Nice, France.
The Central Office received a complete formal application from Ukraine (Association for Ukrainian Earthquake Engineering), Georgia (Georgian National Committee of Earthquake Engineering & Engineering Seismology) and Kazakhstan (Public Regional Foundation for Development of Earthquake Engineering) expressing their intention to become a National Member Association of EAEE. The memberships of the all three National Associations were accepted on 22 November 2003 during the Third Executive Committee Meeting. The Membership of Greece was changed by the EC by postal balloting among the EC members from Technical Chamber of Greece to Hellenic Society of Earthquake Engineering upon the application of both societies.
TASK GROUPS
TG1 on “Performance-Based Design”

The task group was established during the Second Meeting of the EC upon the proposal submitted by Paolo Negro. TG1 had their first meeting during the Bled Conference in Slovenia. The Secretary General was informed that they are planning to prepare a special issue for Bulletin of Earthquake Engineering on Performance Based Design in Europe.
TG2 on "Interpretation of Strong Motion Records for Engineering Applications"

A new CD ROM of strong-motion data called ‘Dissemination of European Strong-Motion Data, Vol. 2 using Strong-Motion Datascape Navigator’ was published. This CD is a follow-up to the CD ROM ‘Dissemination of European Strong-Motion Data’ released in 2000 and also follows on from the establishment of the ‘Internet Site for European Strong-motion Data’ in 2002. This new CD ROM contains corrected acceleration, velocity and displacement time-histories of 462 triaxial strong-motion records from 110 earthquakes and 261 stations in Europe and the Middle East. These records have been corrected using filters whose cut-off frequencies have been individually selected by a consideration of the signal-to-noise ratio. In addition, it also contains linear elastic response spectra, inelastic (elastoplastic) constant strength spectra and inelastic (elastoplastic) constant ductility spectra. The associated earthquake, station and waveform parameters of these 462 records are also present on the CD ROM so that full use can be made of the data. These data were selected using strict selection criteria and so they are the Eurasian data for which most information exists. All of these data can be viewed and analyzed using the Strong-Motion Datascape Navigator (SMDN) software written specially for this project and provided on this CD ROM. SMDN allows you to export the time-histories, spectra and the associated parameters of records to ASCII files in a standard format. SMDN can also be used to view and analyze data downloaded from the Internet Site for European Strong-motion Data (www.isesd.cv.ic.ac.uk)

TG6 on "Earthquake Geotechnical Engineering and Microzonation”

Even though it was not directly related to the TG activities, the Coordinator along with some of the members of the TG has published a joint book titled as “Recent Developments in Geotechnical Earthquake Engineering and Microzonation” by Kluwer Academic Press. No other activity was reported.
TG8 on "Seismic Behaviour of Irregular and Complex Structures"

TG has organised their third workshop during 16-17 September 2002 in Firenze, ITALY, and is planning to have their fourth Workshop during 26-27 August 2005 in Thessaloniki, GREECE
TG9 on "Repair and Strengthening”

TG10 on "Historical Buildings”

There are plans to organise a seminar jointly with the Technical Committee T19 on “Preservation of Historic Sites / Monuments” of International Society of Soil Mechanics and Geotechnical Engineering.
The first volume has been completed in early 2004. The all issues of Vol. 2 are in the publication process. Up to the present 47 manuscripts were received. 28 manuscripts have been reviewed and accepted for publication. 15 manuscripts are published in Volume 1 and 13 manuscripts are in the process of publication Volume 2. For the first time in BEE a discussion and reply will be published in the second issue of Volume 2. 13 manuscripts are in the review stage and 6 were declined and 1 was withdrawn. There is a proposal to publish two special issues in 2005 or 2006 concerning the outcome of Risk-Ue project.
A new book series was established by Kluwer and the first book of the series “Recent Advances in Earthquake Geotechnical Engineering and Microzonation” is published. Even though this activity is established independent of EAEE, in the long run it can be an official book series of EAEE to publish the conference proceedings as well a book that may come out of TGs.
The Bulletins have been prepared by the Secretary General with financial support from the Turkish Earthquake Foundation and Turkish Chamber of Civil Engineers for printing and postage expenses.
The Central Office published only one and the last issue of the EAEE Bulletin, Vol. 21 (December 2002). This issue was printed as 1000 copies and were distributed to all Delegates, TG and WG Coordinators and Conveners, major earthquake related organisations abroad, all Delegates of the International Society for Earthquake Engineering and all Titular Members of the ESC. In order to increase the availability and for easier downloading of the EAEE Bulletins, pdf version of this issue was also inserted in EAEE web pages.
The Internet-EAEE web Pages that were created in 1995 were updated continuously.
